Passage ranking: Google ranks sections, not just pages

Since 2021 Google has been able to score one section of a page independently and rank it for queries the page as a whole would never win. AI assistants retrieve content the same way, which makes this the most transferable habit in SEO.

Passage ranking means Google can rank a single section of your page as a result in its own right, even when the section sits halfway down a page about something broader. It has been live in Google Search since February 2021, and it rewards exactly the writing habits that AI retrieval systems reward today. If you learn to write liftable sections, you are optimising for both systems at once.

What passage ranking is, and when it arrived

Passage ranking is Google's ability to treat an individual section of a page as a candidate result, scored on its own relevance rather than only on the relevance of the whole document. Google announced the system, initially under the name passage indexing, at its Search On event in October 2020, and confirmed the launch for English queries in the United States on 10 February 2021. At announcement, Google estimated the change would affect about 7 percent of search queries across all languages once fully rolled out.

The original name caused enough confusion that Google's Martin Splitt spelled it out in public Q&A sessions: this is a ranking change, not an indexing change. Google still crawls and indexes whole pages exactly as before. What changed is scoring. Alongside page-level signals, Google can weigh the relevance of one passage and let that passage carry the page into results for a query the document as a whole would never have won. Google's announcement framed the problem plainly: for very specific questions, the answer is often a single sentence "buried deep in a web page", in the words of Google's own blog post.

Two practical points follow. There is no passage markup, no tag, and no technical switch to flip. And a page can now rank for questions its title never mentions, provided one of its sections answers the question cleanly.

How a buried section ranks on its own

Consider a long guide to local SEO that contains, somewhere in its second half, a short section on choosing categories in a business profile. Before 2021, that page competed for the category question on page-level relevance, and a thin page dedicated entirely to categories would usually beat it. With passage scoring, the buried section is judged on what it says, in the context of a page that supports it, and it can win the placement itself.

That only happens when the section is separable. In practice a liftable section needs three things:

  • A heading that states the topic, so the section announces what question it answers without help from the surrounding text.
  • The answer at the top of the section, in the first sentence or two, before any elaboration.
  • No unresolved references. A passage that opens with "another advantage of this approach" is welded to text the scorer treats separately. Restate the subject instead of pointing backwards.

One distinction worth keeping: passage ranking is not the featured snippet system. A featured snippet is an extract displayed at the top of results; passage ranking quietly decides which ordinary blue links appear at all. You do not see it working. You only see its absence, when a genuinely good section never surfaces because it cannot stand alone.

The bridge between classic SEO and AI retrieval

Passage ranking matters in 2026 mostly because of what it predicted. Retrieval-augmented generation, the mechanism behind Google AI Mode, ChatGPT search and Perplexity, does not fetch pages either. It splits documents into chunks, embeds them, and retrieves the chunks that best match each sub-query produced by query fan-out. The unit of competition in AI search is the passage, full stop. So the same section is now judged twice. Google's ranking systems score it as a passage and may rank it. An assistant's retrieval pipeline scores it as a chunk and may quote it, which is where AI citations come from. A section that defines its topic, answers immediately and stands alone passes both tests. A section that leans on the paragraphs above it fails both, and no amount of page-level authority compensates.

Write every section as if it will be read by a system that has never seen the rest of the page.

How to write sections that rank and get retrieved

  1. Give each section one question. If a section answers two questions, split it. The heading should name the question or the entity, not tease it.
  2. Answer first, elaborate second. Put the direct, quotable answer in the opening sentences, then the detail, data and caveats for the reader who stays.
  3. Make sections self-contained. Define terms where they are used and repeat the subject by name rather than writing "it" or "this method" across section boundaries.
  4. Prefer specifics over adjectives. A passage with a date, a figure and a named source is easier to score, easier to quote and harder to replace than a passage of praise.
  5. Keep the document structure honest. A clean H2 and H3 hierarchy tells both Google and a chunking pipeline where sections begin and end, and structured data makes the page's entities and relationships explicit on top of it.

A useful self-test: pick any H2 on your most important page, copy that section into a blank document, and hand it to someone who has not seen the page. If they can say what it is about and what it claims, the section is liftable. If they ask "what approach, whose data, which tool", neither Google's passage systems nor an assistant's retriever will do better.
